Added a mesage to the top banner that says you are on the test server as ordered by kirk. note: the message won't appear on screens without top banner present.

create counter on top banner and admin banner that popus up after x min (set to 15 now). It displays the amount of time that page has been idle. It refreshes itself in 5 second intervals after that.

Testing
Still 3 cases in testing from yesterday. I need to get contract.aspx.vb from James, Claudia is now set up to RDP into the test server to accomodate for the resetting when it drops out. Also began working on the Build Model-less Create Contract Screen.
